The 15 countries have pledged to reduce their greenhouse gas emissions by 8 percent by 2012.
The European Environment Agency says three of the countries Denmark, Italy and Spain are still "off their Kyoto track" and would not meet their individual targets.
But the agency's executive director Jacqueline McGlade said Thursday the 15 countries "as a whole" should meet its commitment considering "expected outstanding performance" by Britain, Germany and Sweden.
